Microsoft now offers three closely-related data platforms: Azure Data Factory (ADF), Azure Synapse Analytics, and Microsoft Fabric. They share concepts, services, and even branding — but the architecture, pricing, and ideal use case are different. This 2026 guide gives you a clear decision tree and explains when to use each (or none).

The big picture

ADF is a cloud ETL service focused on data movement and orchestration. Synapse is a unified analytics platform that combines data warehousing (Dedicated SQL Pool), data lake (Serverless SQL), Spark, and ADF. Fabric is a SaaS evolution of Synapse that adds Power BI, OneLake, and a unified governance model on top.

When to use Azure Data Factory

Use ADF when your primary need is orchestrating data movement between 90+ sources (on-prem databases, SaaS APIs, files) and an Azure data store. ADF is lightweight, fast to deploy, and integrates with the rest of Azure. Most enterprises start here and add Synapse or Fabric later.

When to use Azure Synapse

Use Synapse when you need a full data warehouse with predictable query performance. Dedicated SQL Pool is an MPP database that scales to petabytes. Synapse is the right choice for enterprise data warehousing, especially for traditional BI workloads and T-SQL shops.

When to use Microsoft Fabric

Use Fabric when you want a single SaaS experience for data engineering, data warehousing, data science, and BI. Fabric is the future of Microsoft’s analytics platform. It uses OneLake (built on ADLS Gen2) and Delta Lake as the foundation. If you are starting a new data platform in 2026, choose Fabric.

Cost comparison

ADF: pay per activity run and per Data Flow vCore-hour. Synapse Dedicated SQL Pool: pay per DWU-hour (pause when idle to save). Synapse Serverless: pay per TB processed. Fabric: bundled capacity model (F2, F4, F8, F16, F32, F64, F128, F256, F512, F1024, F2048) with shared compute across all workloads.

Migration path

Migrating from Synapse to Fabric is straightforward — your SQL pools, Spark pools, and ADF pipelines all run in Fabric. Microsoft provides a free migration tool. Migrating from ADF-only to Fabric is also simple — wrap your pipelines in a Fabric workspace.

When to use neither

If your workload is a few simple SQL queries on structured data, use Azure SQL or PostgreSQL. If you need pure data lake with no transformation, use ADLS Gen2 directly. If you are doing heavy ML, use Azure Machine Learning, not Synapse or Fabric.

Decision tree

1. Need a quick ETL service? → ADF. 2. Need an enterprise data warehouse? → Synapse. 3. Need everything (ETL, warehouse, lakehouse, BI) in one platform? → Fabric. 4. Just running SQL on a relational DB? → Azure SQL. 5. Doing ML? → Azure ML + ADF for data prep.
